UK government digital transformation is genuinely different from private sector delivery. The GDS Digital Service Standard imposes specific requirements on how services are designed, assessed, and iterated. Supplier contracts are structured differently, public accountability frameworks make production failures ministerially significant, and agile adoption often needs to be grown from a low base — because waterfall planning cycles are deeply embedded in departmental culture.
The multi-vendor environment adds a layer of complexity that most programme managers underestimate. Government technology programmes typically involve a systems integrator, a legacy platform vendor, a cloud provider, and one or more specialist suppliers — each with different contract structures, performance incentives, and reporting obligations. Without a coherent vendor performance management framework, the default outcome is each supplier managing to their own metrics while the programme as a whole degrades.
